The International Labour Office (ILO) was founded in 1919 with the mandate to advance social justice throughout the world. The preamble to the ILO's constitution gives expression to this objective by declaring, 'Universal and lasting peace can be established only if it is based upon social justice'; the 1944 Declaration of Philadelphia, which reaffirms the fundamental principles of the ILO, recalls 'poverty anywhere constitutes danger to prosperity everywhere'. The organization's office employs about 1,800 members of staff, divided between its headquarters in Geneva, Switzerland, and 40 offices in all parts of the world.
The engaged and experienced crew of actuaries, economists, mathematicians and statisticians of the Financial, Actuarial and Statistical Services Branch (SOC/FAS) of the ILO's Social Security Department organise and teach part of the Master courses of the SPP Programme.
In 2000, the ILO's Social Security Department and Maastricht University launched a joint initiative, the Social Protection Financing (SPF) Master Programme. The one-year-program assists member states in enhancing the effectiveness of social protection systems, extending the coverage of social protection schemes, as well as giving students a solid theoretical background in social protection.
Recently, UNICEF asked the MGSoG to become its academic partner. Unicef requested MGSoG to develop a training program for their staff members of the coming years. This year approximately 300 staff working in 128 countries across the world will be involved in the training.
Unicef wants to become more involved in the practice of policy design and policy discussions in developing countries. The training is focused on evidence based analyses and advocacy in order to direct development assistance to the benefit of children and their families in by fitting it in a sustainable macroeconomic and financing framework. World Bank
MGSoG is working together with the World Bank on two different projects in the field of social protection and social assistance. The first project comprises a study tour for World Bank staff working for the department Europe and Central Asia organised by the School. The staff members of the World Bank are interested in learning about social protection and assistance policies in the EU by visiting four different countries.
In the beginning of June 2006, a delegation will visit the Netherlands, Belgium, Denmark and the United Kingdom. In every country, the delegation will hear an official policy perspective from the responsible Ministry, visit executive and implementing institutions and be presented with a critical view on the country’s policy by a research institute. The study visit will be followed up by a dissemination workshop at the headquarters of the World Bank in Washington DC for fellow interested staff members.
Secondly, the School is also carrying out a review on social policy together with three research institutes in Central and Eastern Europe upon specific wish by the World Bank to give an overview of social policy and social policy changes in the new EU member states. Country studies in three countries, Estonia, Hungary and Poland, will be conducted as an example for the developments in the greater EU region. The country studies are conducted by the research institutes in these countries, while the School's researchers will create a final report to summarize the findings and present an overview. The final report is scheduled to be finalized at the end of June 2006.
