Human Development and Autonomy in Aid Cooperation: Experience from four projects in Nicaragua and El Salvador?

With a conceptual framework rooted in approaches of capabilities and human needs, the main objective of my study is to understand how projects targeting poor communities do and can influence autonomy of individuals to participate as members of society. Supportive objectives are: (i) to develop an analytical framework to assess autonomy of individuals in communities, and (ii) to understand how community empowerment is related to individual autonomy. The empirical work is based on four projects financed by Luxembourg between 1999 and 2005 in the sectors of water and sanitation and reconstruction, in Nicaragua and El Salvador. The analysis is primarily qualitative.
