Short biography
Mirtha R. Muņiz Castillo graduated
as economist at Universidad del
Pacifico in Lima, Peru. She holds a
MBA from Pontificia Universidad
Catolica de Chile and a MSc in
Social Protection Financing from
Maastricht University.
She has been PhD researcher at the
Maastricht Graduate School of
Governance since April 2004. She has
experience in economic and social
policy analysis, financial sector,
and academic research.
Prior to joining the MGSoG, she
worked in different areas of the
largest bank in Peru, Banco de
Credito, during almost 7 years. She
was involved in Small and Medium
Enterprises (SME) credit, financial
and economic policy analysis,
strategic planning, and capital
markets, having published several
financial and economic reports.
PhD Research
Human Development and
Autonomy in Aid Cooperation:
Experience from four projects in
Nicaragua and El Salvador?
With a conceptual framework rooted
in approaches of capabilities and
human needs, the main objective of
my study is to understand how
projects targeting poor communities
do and can influence autonomy of
individuals to participate as
members of society.
Supportive objectives are: (i) to
develop an analytical framework to
assess autonomy of individuals in
communities, and (ii) to understand
how community empowerment is related
to individual autonomy.
The empirical work is based on four
projects financed by Luxembourg
between 1999 and 2005 in the sectors
of water and sanitation and
reconstruction, in Nicaragua and El
Salvador. The analysis is primarily
qualitative.
