Research Interest

Governance, policy development, institutional and capacity building and public sector change management and EU Programming and management, and support in transition and developing economies.

 

Professional Profile

Úna M. Kelly has over 12 years experience in institutional and administrative reform in states in transition.  She has been responsible for the design and implementation of institution building support in several EU pre-accession states. Outcomes of the support have included the implementation of change, design and building of structures, requisite institutions and human and institutional capacities, as well as quality assurance structures using EU funds. The sectors covered have included public administration reform, public finance management, public procurement, regional and local development, and justice and home affairs all at both national and regional level.  In addition, she has managed specific programmes in transition from PHARE, and CARDS to IPA and has undertaken all aspects of project cycle management and the preparation of transition countries for receiving mainstream EU funds.  She has worked throughout central, eastern and south eastern Europe as well as Vietnam in both the private and public sectors. Her professional experience also includes monitoring and evaluation of public sector reform support in transition as well as in countries covered by the EU’s Humanitarian Aid programme (ECHO), including Africa.
