Unicef Project Details
The training programme consists of 3 phases: an e-learning phase, a workshop phase in Maastricht and an assignment phase concluded with regional assessments.
In the first phase of the learning programme, distance learning and e-learning are the key activities. Participants are supplied with lecture series, reading materials, discussion boards and assessments within the electronic learning environment of Maastricht University. These materials are based on four topics namely: fundamentals; the development debate; crunching the numbers not the people; processes and children.
During the second phase of the programme face-to-face activities are scheduled. The programme has chosen to bring the participants together at a central place in batches of approximately 72 persons. This number is large enough to create critical mass and discussions on a larger scale, allowing participants to learn not only from the providers and the teachers, but also from each other given their differences in background and experiences. This will definitely enrich the learning experience. Each participant will be part of a batch, but also of four subgroups (12 - 15 people) differing in composition: a subgroup for skills training; a subgroup for hands-on exercises, a subgroup for the Problem Based Learning tutorials and a subgroup for the final assignment in Phase 3.
During the third phase of the training, the participants work on a final assignment made with a small group of people from the same office or region. The pre-work for this assignment will start in Phase 2 of the project. The duration of Phase 3 is 9 weeks: 8 weeks to work on the assignment and a final week wherein the paper is presented and discussed. During the 8 weeks, the groups have access to the staff of the Maastricht Graduate School of Governance and the lecturers and trainers of the phases 1 and 2, through their mentor.
During the ninth week of the third phase, a 4 days seminar is hold in each region. During this final seminar each team will present the results of their work during 1 hour. Every paper is commented on by a group of experts from the region, including representatives from the local World Bank office, the local regional development banks office, UNICEF, the local UNDP office, the local ILO office, the Ministry of Finance and academia. Every day one of the visiting participants also holds a lecture. On the fourth day an evaluation meeting and a meeting on the future training plans is organised. During a closing ceremony course certificates will be offered to the participants followed by a festive closing of the training programme.
