Deo Mutalemwa is a development economist with many years of experience in government  (Tanzania 10 years : 1967-1977),  development banking (AfDB 20 years: 1977-1997)  and  private consultancy (1998-2008:  mainly in Tanzania  for government, donors and NGOs). Working for the Tanzania Government in the 1960s and 70s as an economist, he rose to Commissioner for Sectoral Planning  in the then Ministry of Economic Affairs and Development Planning before becoming  Commissioner for External Finance in the Ministry of Finance. In 1977 he joined the African Development Bank (Abidjan), working mainly in the loans operations area as well as in  international cooperation and cofinancing. There he rose to  a position of Division Chief as well as head of department. He retired at the end of 1997 and  became a private consultant in Tanzania. In this respect, he has worked closely with the Economic and Social Research Foundation (ESRF) and on his own , undertaking close to 40 assignments for the government, bilateral donors, international organizations and  NGOs.  Studies and assignments performed in the latter capacity have ranged from budget  issues,  PRS and poverty reduction, foreign aid evaluation, investment climate, governance and corruption, to international cooperation.
